A Guide to Guangzhou Household Registration Policy: Materials and Process

The 2023 policy changes in Guangzhou's household registration system have resulted in the direct relaxation of age requirements for talented individuals seeking to register. For example, individuals with bachelor's, master's, or doctoral degrees, as well as those with intermediate or advanced qualifications, can now be registered up to the age of fifty-five. Furthermore, the "double first-class" undergraduate degree holders can now register in Guangzhou without six months of continuous social security, only requiring participation in social security.

The latest conditions for household registration in Guangzhou differ depending on the type of registration. One form of registration, the point-based system, requires applicants to have worked or started a business in the city, be under the age of forty-five, have a valid Guangdong Residence Permit, have made four years' worth of social security payments, and have achieved at least 100 points on the scoring system set forth in the "Guangzhou Point-based Household Registration Index System and Point-scoring Table” (the new draft requirements demand at least 150 points). Finally, they must also have no criminal record during the past five years.

Another form of registration, the academic-oriented route, requires applicants to have under 40 years old, complete undergraduate degree consecutively, have a bachelor's degree, and must provide one-month of social security. Finally, they must have a clean criminal record.

A vocational certification route designed for individuals with certificates and experience in relevant industries is also available. The candidate must work in the job classification designated for the registration and must have a certificate, among other requirements.

Overall, the policy changes have allowed for more flexibility in the registration system and have loosened some of the requirements for talented individuals to register in Guangzhou without compromising the city's socio-economic goals.
