The Process and Requirements for Registering Relatives in Guangzhou
In 2023, Guangzhou's policies on household registration for talented individuals will be more relaxed than in the past, with changes made to the age limit and social security requirements. For example, the age limit has been extended by five years for those with undergraduate, master's, or PhD degrees, as well as for those with intermediate or advanced professional qualifications. In addition, the threshold for registering has been lowered for those who are graduates of "double first-class" universities who only need to participate in social insurance for one month before being able to register.
The following are the latest registration requirements for Guangzhou:
1. Points-based registration: This registration method is essentially based on candidates' point totals. There are no exams to take or educational qualifications required. Applicants for this type of registration must fulfil the following criteria:
- Applicants must be employed or engaged in entrepreneurial activities in Guangzhou.
- Applicant must be 45 years old or younger.
- The applicant must have a valid Guangdong Residence Permit
- The applicant must have paid social security for at least 4 years.
- The total score must be at least 100 points (according to the latest draft opinion, this has been raised to 150 points).
- The applicant must not have any criminal records in the last five years.
2. Educational qualifications-based registration: For the first half of 2022, applicants were required to have six consecutive months of Guangzhou social security records to apply under this registration method. However, starting from July 2022, only one month of records is necessary. Applicants must also fulfil the following criteria:
- Applicants must not have any criminal records.
- Applicants must be 40 years old or younger.
- Applicants must have a bachelor's degree and a degree certificate from an approved Chinese university. (Note: self-study bachelor’s degrees don't count.) For fresh graduates, they don't need to have Guangzhou social security records.
3. Professional qualification-based registration: This method is also known as certification-based registration, and is suitable for those who lack formal education qualifications and social security records. The following criteria apply depending on the type of professional qualification:
- Intermediate certification (system integration certification) + under 40 years old + social security records from the last 6 months.
- Senior certification (information project management certificate) + under 50 years old + social security records during the application period.
4. Skill-based registration: For candidates with specific vocational or technical qualifications and related work experience, the registration process under this method is relatively straightforward. The following criteria must be fulfilled:
- Applicants must work in a relevant vocational or technical position listed in Guangzhou's Talent Introduction directory.
- The applicant must have obtained a relevant certificate or passed a relevant knowledge assessment and worked in Guangzhou while participating in social security for at least six months (apart from special circumstances specified in transition period policies).
