The Process of Registering for Returning Overseas Talents in Guangzhou

Starting from 2023, the government of Guangzhou has implemented new policies to facilitate the registration process for returning overseas talents.

Firstly, the age limit for applicants with undergraduate, postgraduate and doctoral degrees as well as those with professional qualifications has been expanded by 5 years.

Secondly, the threshold for settling down in the city has been lowered. Applicants with undergraduate degrees from “Double First-Class” universities no longer require continuous six-month social security, but only participation in social security.

Thirdly, the process of registering for fresh graduates has been simplified. The newly adopted approach separates the acceptance and registration processes. High school students who have clearly indicated that they are employed or engaged in entrepreneurial activities in Guangzhou can proceed to the Public Security Department for registration, bypassing many of the previously complicated procedures.

To qualify for registering, applicants must participate in the Guangzhou Immigration scoring system. This system does not involve exam-based registration or the obligation of specific educational qualifications; instead, it focuses on the applicant's score based on a series of factors. Only those with high scores can secure registration.

The scoring system comprises of six factors:

1. Legal and stable employment or entrepreneurship in Guangzhou.

2. Age less than 45 years old.

3. Possessing a valid Guangdong Residential Permit.

4. Having paid Social Insurance for at least four years.

5. Scoring at least 150 points on the Guangzhou Immigration Scoring System table.

6. No criminal record within the last five years.

Those seeking registration under educational qualifications must:

1. Have no criminal record.

2. Be under 40 years old.

3. Hold degree certificates from common undergraduate programs or bachelor's degrees.

4. Abide by regular Social Insurance protocols. Note: This only applies to regular undergraduate degrees, as university graduates have no obligation to pay Guangzhou social security during their first year in the city.

For those who cannot fulfil the educational requirements, registration through vocational qualifications or skill certification is available.

1. Those meeting the skill certification standard for the categories listed in the Guangzhou Technical and Skill Personnel Catalogue can register.

2. Those who have obtained certifications or passed the relevant assessment need to have been working and participating in social insurance in Guangzhou for at least six months.
