As of 2023, Guangzhou will implement the following adjustments for household registration (also known as "hukou") policies:

1. Age limit

The age limit for household registration will be extended by 5 years for individuals who hold a Bachelor's, Master's, or Doctoral degree. Individuals with intermediate or advanced professional qualifications will also receive a corresponding extension in age limit.

2. Lower settlement threshold

Previously, those with Bachelor's degrees from "Double First-Class" universities had to provide proof of continuous social security for at least six months before applying for household registration. The new policy has no such requirement, only requiring proof of social security participation.

3. Simplified process for recent graduates

Recently graduated students who wish to seek employment or start a business in Guangzhou will no longer need to complete complicated middle-man procedures. They can directly apply for household registration at the immigration office.

There is no need to take an exam or have a specific educational background for Point-based Household Registration. Applicants' selection will be based on the number of accumulated points. To qualify, an applicant must fulfill the following conditions:

1. You must have a stable employment or business in the city.

2. You must be under 45 years old.

3. You must have a valid Guangdong province resident permit.

4. Being a resident who has paid social insurance for at least 4 years.

5. The total points must fulfill the "Guangzhou Point-based Household Registration Evaluation System and Scoring Table" criteria. (The newest draft regulations require a minimum of 150 points).

6. The applicant should have no criminal record for the past five years.

Guangzhou Educational Qualification-based Household Registration:

Since mid-2022, there have been lower educational qualifications requirements for those seeking to apply. Previously, applicants had to have continuous social security participation for at least six months before applying, but the latest policy only requires a one-month record of security participation. To qualify, an applicant must have the following:

1. No criminal record for the past five years.

2. Must be under 40 years old.

3. Possess a Bachelor's degree from a nationwide uniform college or university.

4. Prove social security participation (except for recent graduates).

Guangzhou Professional Qualification-based Household Registration:

Professional qualification-based household registration is ideal for individuals who do not meet educational or social security criteria. To apply, the following conditions must be met:

1. Possess a system integration certificate for intermediate professional qualifications and be younger than 40, with social security participation of at least six months.

2. Possess an information project management certificate for advanced professional qualifications and be younger than 50, with social security participation during the application period.

Guangzhou Skill-based Household Registration:

Applicants need to hold a certificate in professional and technical skills, working in a relevant industry sector in Guangzhou for at least six months, and participating in social insurance. Additionally, the certificate must meet the evaluation criteria set by the Guangzhou government.
